Multilingual Education Compliance

PorzioCS helps districts ensure that immigrant and multilingual students receive equitable access to education while meeting all regulatory requirements. Led by a former state official with expertise in SLIFE (students with limited or interrupted formal education) programs, our team guides districts in developing compliant academic programs, alternative education pathways, and culturally responsive instruction tailored to diverse learners.

Establishing Academic Programs

We support district boards in meeting the needs of multilingual student populations in a variety of ways. PorzioCS has extensive experience helping districts create academic programs for newly arrived multilingual learners and immigrant students across elementary, middle, and high school levels. We also guide districts in establishing multilingual alternative education programs for at-risk students, including SLIFE populations, advising on the development and operation of K-12 academies and vocational school programs designed for multilingual learners.

Our team helps districts implement alternatives to full-time bilingual programs, including high-intensity ESL programs, dual language immersion programs, and pathways for students to achieve the State Seal of Biliteracy in their primary language, all in full compliance with New Jersey Bilingual Education law (N.J.A.C. 6A:15).

Equity and Excellence

Every multilingual and immigrant student deserves equitable access to high-quality educational opportunities, including gifted and talented programs and special education services. PorzioCS advises districts on meeting these broad obligations as well as specific mandates under the Every Student Succeeds Act, ensuring students have access to effective language instruction educational programs (LIEPs) that support state academic standards and English language proficiency. Our services prioritize culturally and linguistically responsive, research-based instruction that drives student success.

Parental Services

Supporting families is central to student success. PorzioCS helps districts provide parents of multilingual learners and immigrant students with essential resources and guidance. We consult with parents, organize workshops and conferences, and assist district boards with parental placement determination appeals to the New Jersey Commissioner of Education.

Professional Development Services

PorzioCS assists districts in creating professional development plans that meet New Jersey requirements and address the needs of multilingual learners. Our team advises on linguistically and culturally responsive services, including academic counseling, tutoring, career guidance, mental health counseling, and social-emotional learning, ensuring educators are fully equipped to support diverse student populations.

School District Strategic Planning

Beyond program development, PorzioCS advises districts on strategic initiatives that impact multilingual learners. This includes creating district manuals for bilingual/ESL education, assisting with teacher evaluations, establishing district-wide bilingual/ESL stakeholder consortiums, and preparing state and federal compliance reports, all designed to enhance academic achievement and cross-cultural literacy.

Special Education

Special education services must remain accessible to multilingual learners. PorzioCS guides districts in preparing bilingual/ESL and special education IEPs for dually classified students and advises on identification and placement in both programs. We also assist in forming bilingual/ESL and special education task forces to ensure compliance and the delivery of high-quality, inclusive education.
