Multilingual Education Compliance

PorzioCS offers comprehensive support to counties, district school boards, and other education clients in complying with the varied and evolving regulations that ensure immigrant students and multilingual learners receive equal access to educational opportunities in New Jersey. Our multilingual education compliance group is led by a former state official who is one of the only individuals to create academic programs for the SLIFE (students with limited or interrupted formal education) community in New Jersey, and who uses that experience in helping educators meet their obligations to multilingual learners.

Establishing Academic Programs

We help district boards meet the needs of their multilingual student population in a variety of ways. PorzioCS has unique experience assisting districts in creating academic programs for newly arrived multilingual learners and immigrant students at the elementary, middle school, and high school levels. We also guide districts in creating multilingual alternative education programs for at-risk multilingual students such as the SLIFE (students with limited or interrupted formal education) population, where we advise on the establishment and operation of school district (k-12) academies and vocational school academies tailored to the needs of multilingual learners.

We also guide districts in creating alternatives to full-time bilingual programs, including high-intensity ESL programs; dual language immersion programs; and pathways for students to attain the State Seal of Biliteracy in their primary language, all in compliance with New Jersey Bilingual Education law, N.J.A.C. 6A:15.

Equity and Excellence

All multilingual learners and immigrant students are entitled to equitable educational opportunities, including, for instance, access to “gifted and talented” and special education programs. PorzioCS advises districts in their efforts to comply with that broad obligation, as well as the specific requirement under the Every Student Succeeds Act to provide high-quality language instruction educational programs that allows students to meet state academic standards and develop English language proficiency. Our compliance services ensure the provision of culturally and linguistically responsive, researched-based, and effective language instruction educational programs (LIEPs).

Parental Services

We help district boards of education provide critical support to parents of the children they are educating. We advise districts on creating resources for parents of multilingual learners and immigrant students, provide consulting services for parents of multilingual learners, and establish parent workshops and conferences. PorzioCS also assists district boards with parental placement determination appeals to the New Jersey Commissioner of Education.

Professional Development Services

PorzioCS regularly assists school districts in creating professional development plans for their instructors, which are required under New Jersey, that meets the needs of multilingual learners. We have advised district boards on linguistically and culturally responsive support services for multilingual learners including academic counseling, tutoring and career guidance, mental health counseling, and social-emotional learning.

School District Strategic Planning

In addition to helping district boards create bilingual and dual-language programs that promote cross-cultural literacy and high levels of academic achievement, PorzioCS consults on a wide range of additional strategic issues impacting multilingual learners. They include creating district manuals for bilingual/ESL education, assisting with bilingual/ESL teacher evaluations, creating district-wide bilingual/ESL stakeholder consortiums, and preparing state and federal compliance reports.

Special Education

Special education is a vital resource that must remain accessible to multilingual learners. PorzioCS advises school district boards on the preparation of bilingual/ESL and special education IEP for dually classified multilingual learners. We also assist district boards with the identification and placement of such students in both the bilingual/ESL program and special education program. We are also available to guide district boards in creating bilingual/ESL and special education task forces.
